Newswise — Michael P. Dugan, an information technology expert with deep experience in systems development and data management, will join the Federation of State Medical Boards (FSMB) executive leadership team as Chief Information Officer (CIO) June 7.

The new CIO will be responsible for FSMB’s extensive data and records management infrastructure and its online enterprise. He will assist FSMB CEO Humayun Chaudhry, D.O., FACP, and his senior management team with strategic-planning decisions, particularly focusing on developing FSMB’s long-term position in the health care information technology arena.

Dugan has served for the last four years as Director of Information Technology (IT) Planning at Parkland Health and Hospital System in Dallas, where he provided technology direction during a time of significant change and growth. He was a leader of Parkland’s implementation of a new Electronic Medical Record (EMR) system and a variety of other IT initiatives that helped Parkland significantly improve patient service and organizational efficiency. During his time at Parkland, he also served as Interim Chief Technology Officer. He previously was the system’s Director of Applications.

In making the announcement, Dr. Chaudhry noted that Dugan will provide a key element to his newly appointed executive team that collectively will pave the way for a new era of service and innovation for FSMB.

Prior to his work at Parkland Health and Hospital System, Dugan served in a variety of positions at Perot Systems Corporation, including stints in Boston and in Orange, Calif. In Boston, he served as Perot’s Senior Consultant for New England Medical Center, where he was responsible for a team of project managers tasked with a major hospital applications migration. In Orange, he served as Perot’s California Regional Director for St. Joseph Health System, where he was responsible for IT leadership and service delivery at 10 hospitals and a variety of physician and home-health practices. He began his career in 1987 as a Systems Engineer at General Dynamics in Ft. Worth, Texas

Dugan holds a master’s degree in business administration from Southern Methodist University and a bachelor’s degree in computer science from Ohio State University.
