Newswise — The Johns Hopkins University Applied Physics Laboratory announced today that James N. Miller, former Under Secretary of Defense for Policy, has joined the Lab as a Senior Fellow. Miller will be joined at APL by recently appointed Senior Fellows James Gosler and Phil DePoy.

The goal of the APL Senior Fellows program is to bring together the fields of technology and policy in ways that better address the priorities of U.S. military leaders and senior policy makers.

Dr. Miller is known for his expertise and leadership in government in the fields of nuclear deterrence, missile defense, space policy and cyber warfare, areas that align strongly with APL’s technical expertise and research priorities.

At the Defense Department, Dr. Miller served as the principal civilian advisor to the Secretary of Defense on strategy, policy, and operations, and was the Department’s deputy in the National Security Council process for policy development and crisis management. He led major departmental reviews on nuclear policy, missile defense, space, and cyberspace, and helped guide negotiations with the Russian Federation on the New START Treaty.

Mr. Gosler is one of the nation’s foremost experts on cyber security and information operations. He served over three decades in various cyber and nuclear weapon related positions at Sandia National Laboratories. During his lab career, he was invited by the National Security Agency to serve as the lab’s first visiting scientist, he created and led the Vulnerability Assessment Program and in 2004, he was appointed Sandia’s sixth Fellow. Gosler previously served as director of the Clandestine Information Technology Office at the Central Intelligence Agency.

Dr. DePoy spent four decades associated with the Center for Naval Analyses rising through the ranks to become President and CEO. He later became president of the National Opinion Research Center at the University of Chicago and was founding director of the Wayne E. Meyer Institute of Systems Engineering at the Naval Postgraduate School. He most recently served as chairman of the Department of Homeland Security Science and Technology Advisory Committee.

Miller, Gosler and DePoy will work with APL under the guidance of Christine Fox, APL’s Assistant Director for Policy and Analysis, who served previously as Director, Cost Assessment Program Evaluation and Acting Deputy Secretary for the Department of Defense.
