Analysts say one of the biggest changes of the No Child Left Behind replacement policy is the shift of authority from the federal government to states and local districts. John W. Sipple, a sociology professor in Cornell’s Department of Education, researches the impact of state and federal policy changes on public school districts. He studies the issues of community and organizational change and how they relate to fiscal, demographic, and learning opportunities for students across racial, socioeconomic and geographic lines.
