In a briefing on July 9, Chicago Police Department Superintendent David Brown invoked research by University of Utah professors Paul Cassell and Richard Fowles to support a call for reform of the city’s policies on releasing defendants in violent crimes. Cassell, from the S.J. Quinney College of Law, and Fowles, from the Department of Economics, study the factors behind increases in violence in Chicago, and have found that both bail reform and declines in stop-and-frisk policing can both be connected to rises in violent crime. Similar patterns, Cassell says, are playing out in Minneapolis. Amid calls to defund the police, the researchers show a key role for policing in maintaining public safety.
