Fleming is prepared to address issues of vulnerability to acts of terrorism and the actions that have been taken to prevent and mitigate terrorist acts.

Fleming, who is chairman of the Management/MIS Department and a professor of management at Rowan University, has an extensive background in terrorism and emergency management preparedness, including:

"¢ Served on the U.S. Department of Justice Stakeholders Group, which presented a comprehensive set of recommendations for addressing domestic terrorism to former Attorney General Janet Reno and FEMA Director James Lee Witt.

"¢ Served on the U.S. Department of Justice panel that recommended awarding $12 million in equipment grants for terrorism preparedness to the nation's 120 largest cities and counties.

"¢ Conducted research on terrorism preparedness and developed a model for assessing organizational vulnerability to acts of terrorism.

"¢ Has been active in emergency services for more than 35 years.

"¢ Holds numerous emergency service certifications, such as Certified Fire Protection Specialist, Certified Fire Officer, Certified Chief Officer and Hazardous Materials Technician.

"¢ Serves in leadership positions in many related organizations and boards at the local, county, state, regional and national levels.

"¢ Chairs the National Fire Academy Board of Visitors. The National Fire Academy, an organizational component of the U.S. Department of Homeland Security, has responsibility for preparing the nation's first responders for response to major incidents, including terrorist attacks.

"¢ Has had articles published on the subject, such as "Assessing Organizational Vulnerability to Acts of Terrorism."
