Newswise — Dr. Mark Gibney, University of North Carolina Asheville Belk Professor of Humanities and professor of political science, is a widely respected international human rights expert. He has written a number of books on immigration and refugee policy, including "Problems of Protection: The UNHCR and Refugees at the Beginning of the 21st Century (edited volume with Niklaus Steiner and Gil Loescher " Routledge, 2003), "Open Borders? He is available for comment on the Senate debate on the first comprehensive rewrite of U.S. immigration laws in a decade.

"The current debate is looking at three schools of thought: those who want to build a wall higher and higher and keep all immigrants out of the United States; the Bush Administration's guest worker program which would not lead to citizenship; and the McCain Kennedy proposal which would lead to citizenship for immigrants," said Gibney.
