WASHINGTON CONFERENCE TO EXAMINE ACCESS TO COMMUNICATION TECHNOLOGY

Michigan State University's third Telecommunication Policy and Law Symposium will offer a fresh and critical look at the foundations of access policies and the daunting policy choices ahead. Topics include access to networks, providers, services and content that are crucial in harnessing the benefits of advanced communication technologies.

Federal Communications Commission (FCC) Chairman Michael Powell, National Communications System Deputy Manager Brenton C. Greene and National Telecommunications and Information Administration Assistant Secretary of Commerce Nancy J. Victory will participate.

The symposium, co-sponsored by the James H. and Mary B. Quello Center for Telecommunication Management and Law at MSU, the Law Review of Michigan State UniversityDetroit College of Law (MSU-DCL) and MSU's Institute of Public Utilities, takes place on Tuesday, March 26, from 8:30 a.m. to 5:15 p.m. at the Willard Inter-Continental Hotel in Washington, D.C.

Powell, Greene and Victory will join an extraordinary range of policy-makers, legal experts, economists and internationally renowned scholars to address what regulatory responses are needed to address the unpredictability of communication technology.

The Quello Center resides in MSU's College of Communication Arts and Sciences. It was established in 1998 to be a worldwide focal point for excellence in research, teaching, and the development and application of expertise in telecommunication management and policy. It is named after James Quello, who retired in 1997 as commissioner of the FCC after a 23-year tenure that spanned six U.S. presidents. He led the commission during a period of unprecedented and critical change in communication industries.

MSU-DCL, an independent law college located on the MSU campus, works in partnership with the Quello Center to organize and sponsor the symposium.

Symposium papers and selected presentations, discussions and comments will be published in an upcoming issue of the Law Review of MSU-DCL. The issue will include articles on related topics by additional scholars. Published since 1931, the Law Review of MSU-DCL is a wholly student-edited journal dedicated to the advancement of legal scholarship.

The Institute of Public Utilities is a national leader in utility regulatory and industry education. It was established in 1965 and has facilitated the process of regulatory reform through education and research.
