With new budget, NYS leads the way in criminal justice reform

New York state passed a budget this week that includes measures that would end cash bail for all but certain violent felonies. In addition, under new guidelines laid out by the budget, prosecutors will be compelled to reveal possibly exculpatory evidence to the defense far earlier in the discovery process, and speedy trials will be guaranteed.

Peter Enns, professor of government at Cornell University and executive director of the Roper Center for Public Opinion Research, is an expert on criminal justice and author of “Incarceration Nation.”
