In a recent paper, “Europe’s Fatal Affair with the Value-Added Tax,” Gaffney asserts that America depends less on a national sales tax than any other major nation; that global investors seeking the best combination of yield, security of principle and tax havens beat a pathway to U.S. Treasuries; and that candidates who propose that we emulate Europe should be rejected.
