Newswise — The Federation of State Medical Boards (FSMB) today announced that Charlene A. DeLoach Oliver, J.D., CISR, assumed duties as program manager of the FSMB Foundation in January 2010.

DeLoach will be responsible for administering the Foundation’s various education and research initiatives, as well as managing its fundraising activities. The FSMB Foundation is a 501c3 charitable organization and serves as the philanthropic arm of the FSMB.

DeLoach has diverse experience as a manager in a variety of health care settings in both the private and public sectors, which FSMB CEO and President Humayun J. Chaudhry, D.O., FACP, said was a key factor in her selection for the post.

“In addition to her work in implementing and managing programs, Charlene has strong experience in health care policy and the interrelationship between private sector and public sector health organizations,” he said. “She will be an outstanding representative of the FSMB Foundation as it strives to raise the visibility of its programs with the wider health care community.”

FSMB Foundation President Nancy Achin Audesse noted DeLoach’s previous role as director of health care quality at the Massachusetts Board of Registration in Medicine as a key asset for FSMB. “Charlene has a very strong understanding of the dynamics of medical regulation and licensure and will be able to hit the ground running in this new role,” she said.

DeLoach served most recently as assistant general counsel for the Commonwealth Health Insurance Connector Authority in Massachusetts – the entity that oversees and implements the state’s health care reform law. Specifically, she created the first in the nation’s health care mandate appeals system.

In addition to her work at the Massachusetts Board of Registration in Medicine, and the Commonwealth Connector, she also served as director of health policy, chief of staff and general counsel for the Massachusetts Legislature’s Joint Commission on Health Care. She also served as government relations and health policy research associate at Harvard Pilgrim Health Care, and as a marketing and research analyst for Boston Risk Management Corporation.

She earned a J.D. degree from Suffolk University Law School and a bachelor’s degree in economics and political science from Wheaton College in Norton, Mass. While at Wheaton, she served in the press office of the White House, Office of the First Lady, in Washington, D.C.

DeLoach is a member of the Massachusetts and Washington, D.C., Bar, and the U.S. District Court Bar for Massachusetts. She is also a Certified Insurance Service Representative and a Certified Aerobics Instructor.
